This chapter provides an overarching transport policy to reduce the need to travel and promote sustainable travel, manage the transport network and integrate development into it.

Southampton is a regional hub and it is important it is served by an efficient transport system both within the city and connected to the wider area in-order to support economic growth, personal mobility and social inclusion. There is a need for major development and Port growth within the city, both of which will increase people and goods trips. Trips should be based on sustainable and active travel wherever possible, in-order to achieve a zero carbon transport system, reduce local air pollution and congestion, support healthy lifestyles, and to create more ‘people friendly’ places less dominated by vehicular traffic.
